Where Are We Now?
Introduced as the Renters Reform Bill in September 2024, the Renters’ Rights Bill as introduced by the current government is in its final stages of scrutiny.
Starting in the House of Commons in January 2025, the bill concluded the Committee Stage (where detailed, line by line scrutiny took place) on 15 th May. During this stage Peers had the opportunity to debate and propose amendments to various clauses. The bill is now at the Report Stage with a commencement date of 1 st July (this provides further opportunity to examine the bill and propose any changes.
The bill will then have its Third Reading in The House of Lords where more general debate about the bill will take place. Thereafter, the bill moves to ‘consideration of amendments,’ also referred to as the ‘ping pong’ stage – where proposed amendments go back and forth between the House of Commons and the House of Lords. Following this the bill will get Royal Assent.
Whether the bill will get Royal Assent before the summer recess is questionable as the Report Stage only begins on 1 st July. It may be the autumn before Royal Assent is achieved, so late 2025 or early 2026 may be a more realistic commencement date (with time required for landlords and letting agents to amend processes to ensure compliance with the new regime).

The new bill is an ‘evidence’ based system so ensuring compliance within timescales (and having evidence to support that compliance) will be paramount. Sanctions are high.
